A coalition of non-profits, public health professionals, and small business owners have sued the Trump administration in order to prevent the pause of federal grant programs as detailed in an Office of Management and Budget (OMB) memorandum issued on January 27, 2025. The memo, titled "Temporary Pause of Agency Grant, Loan, and Other Financial Assistance Programs," would cease funding for any federal grant program that does not align with the goals of the Trump administration. The plaintiffs argue that this action oversteps the authority of the OMB and violates the Administrative Procedure Act. The plaintiffs request that the court declare the memo unlawful and issue a temporary restraining order preventing the memo from being enforced.
