A coalition of state attorneys general have sued the Trump administration for the use of the Congressional Review Act (CRA) to invalidate EPA decisions granting California waivers for stricter vehicle emissions regulations. The plaintiffs claim that this action violated the Administrative Procedure Act, separation of powers, and the Tenth Amendment.
